Indian art of faking security


·         In 2008, crime and criminal tracking network system was setup for facilitating sharing of information between police stations
o   It is still in designing phase
·         National counter terror center was supposed to eb setup by 2010 to design and implement a security strategy
o   It is caught up in the famous indian red tape
·         In 2009, home minister announced NATGRID a system which allowed investigators to monitor 21 sets of government existing databases.
o   Cabinet gave in principle approval for it in june 2011
Positives
·         71 of 73 promised coastal police stations have been setup
·         Police people ratio has improved form 128 per lakh in 2008 to 162 now inching towards the international norm of 250
Lacunae
·         We lack intelligence and operational skills
·         After 26/11 India got high tech gadgets and weaponry but most of thema re in disuse as forces lack knowledge to use them
WAY AHEAD
·         MHA handles issues form geo strategic to counter insurgency
·         We need a dedicated ministry for internal security
·         Committees formed for drafting national security strategies should include experts and young officers with hands one xperience on hot issues like terror , naxalism etc

LOC CBMs and peace

 
·         the two governments have only opened the links and literally left the traders to take on the risks and responsibilities.
·         Trade has continued despite obstacles like strangulating red-tape, the diplomatic stand-offs and the political unrest in the Kashmir Valley.
·         in the two-and-a-half years since cross-LoC trade began between Muzaffarabad-Uri and Poonch-Rawalakot, the community of traders has found a way of insulating the process from outside influences with mutual trust
·         Presently, trade takes place twice a week on a barter basis in the absence of banking facilities to transfer funds across the LoC, and is restricted to certain  items.
·         Traders from the two sides cannot meet, making the prevalent regime a รข€˜blind trade' system in which the trader has no way of assessing the market
Problems
·         No banking facilities
·         No modern facilities at check posts for unloading , checking etc
·         Traders not allowed across borders leading to blind trade
Demands

·          trade list to cover all items manufactured or produced in the two parts of Kashmir,
·         doubling the number of trading days,

Indian government's measures to boost trade:
1. its willing to increase the trade points from 2 to 5
2. it has identified JK bank to provide banking services
3. it supports expanding the trade list but with stringent checks to ensure no outsiders benefit from duty free trade
4. has unilaterlally offered to extend stay period for people from PoK visiting JK from 4 weeks to 6 months

Pakistan response
pakistan has not reciprocated
it is worried that increased trade will weaken its case on kashmir issue

it has enlarged the opportunity for a peaceful and stable kashmir

tripartite agreement on darjeeling

The following are the salient points of the 16 page tripartite Memorandum of Agreement on the Gorkhaland Territorial Administration signed by the Centre, the West Bengal government and the Gorkha Janmukti Morcha: 

—  keeping on record the GJM demand for a separate state of Gorkhaland, agree to form an autonomous body -- the Gorkhaland Territorial Administration -- through direct elections.

—a chairman and deputy chairman will conduct the business of the House.

— As per the agreement, the GTA Sabha shall constitute of 45 elected members and five to be nominated by the Governor to give representations to Scheduled Castes, Scheduled Tribes and Minority Communities.

— The MPs, MLAs and chairpersons of municipalities shall be ex-officio members of the GTA Sabha.

-- The term of the Sabha will be for five years. 

— The Government of India and the Government of West Bengal will provide all assistance to the GTA for all-out development of the region.The Government of India will provide financial assistance of Rs 200 crore per annum for three years for projects to develop socio-economic infrastructure in the GTA over

— The GTA, once established, will take up the issues of grant of incentives, subsidies, waiver of taxes and tariff and other benefits as appropriate to the region’s backwardness.

— A three-tier panchayat will be constituted in GTA region.

— The youth in the GTA region will be considered for recruitment in the Police, Army and the Para—Military forces subject to their suitability.

·         PSLV ahs made 18 succesfully launched out of 19
·         GSLV has made 4 succesfull launches out of 7
·         PSLV C17 for first time launched a communication satellite. Howveer it has carried chandrayaan and  kalpana 1 on similar missions before
·         GSLV is more powerful than PSLV and can carry more load
·         In case communications atellites size matters. Larger it is, more communication capacity it can handle and hence more economical
·         It is now possible in world to launch 6 tonne classs satellites
·         India’s GSLV can carry only abt 3 tonne
·         GSLV mark III can carry 4 tonne
·         India has started working on semi cryogenic engine comrpising liquid oxygen and kerosene which more powerful than cryogenic engine

Is parliament supreme?

1.       
·         According to constitution parliament is the supreme law making body. It is a factory of laws
·         But in recent histroy parliament has wilfully frittered away its supremacy
·         Here are some of the ways in which this has happened
o   After a bill is introduced in parliament, it is usually sent to parliament standing committee
§  the recommendations of standing committee are advisory in nature
§  government has no obligation to give reasons for rejecting the recommendations
§  it is a basic courtesy if not a right of MPs to know why their recommendations were rejected. Yet no one has bothered to ask for it so far
o   most of bills are passed with little or no discussions
o   the power to convene the parliament is in hands of government .  hence government convenes it according to its requirements.
§  For instance in 2008, when India US nuclear agreement was a hotly debated issue. Government convened parliament for only 46 days which is the lowest in independent Indian history
o   Anti defection law 1985: MPs have traded of their right to act independently
·         Despite such glaring lacunae, our ministers and MPs assert that parliament is supreme in law making
·         It is because of this lackadaisical approach of our MPs towards their duties that we are seeing a growing trend of judicial activism and civil society activism
·         It is time our parliamentarians step up to the occasion and assert their right
o   To demand reasons from government for rejecting their recommendations
o   To act independently
o   To discuss bills on important issues thoroughly
o   To ensure that enough time is provided by government to discuss all issues

Q. We are moving away from government , and we are moving towards the governance . Such organisations can be coordinated through various multi organizational arrangements 20 marks
Public administration as a field of study has so far traversed 4 paradigms . in 21st century, public administration is traversing through paradigm of public administration  as well as apradigm of governance.
            Following the attack on world trade center in 2001, the states relaised that state minimalism under NPM was no moe a viable option. This gave an impetus towards governance. Governance involves cooperative arrangements and contractual agreements that control citizens and public service delivery. On other hand, government involves control over citizens and public service delivery by state institutions
            Governance calls for networking of state with market and civil society. Since 1990s , there has been a gradual shift from government to governance. Governance empowers people and allows for participative decision making and meets needs of people . It transforms inward looking government organisations into outward looking , dynamic and networked government organisations
            In this era of governance, various tasks are performed in coordination and collaboration with multiple organisations. For example , in case of NREGA, state disburses funds to panchayats who spend it on rural works and civil society audits the expenses. Hence governance has made it possible for state, local government and civil society to coordinate and serve the people .
